There was scarcely a human con- tangency that was not met and publicised. And yet this work was not as uncoordinated as has been claimed. A fairly close-knit group of prominent evangelicals, who met frequently, was responsible for a large part of the work. Many of the functions of the Welfare State were recognised and met, not by social economists and Sodalists, but by these practical and practising Christians, whose action was characterised by an intensely personal concern for the individual and his family, for prostitutes, cripples, drunkards, and even navvies and cabmen.”
