From the preface: “Each spring since 1941, a White Paper has been laid before Parliament giving official estimates of national income and expenditure for the United Kingdom in the previous calendar year. The increasing elaboration of the estimates made it necessary, in 1952 and subsequently, to issue the statistics in two parts — a White Paper in the spring, providing summary statistics, and a fuller publication (the National Income “Blue Book”) in the summer.
