Laos is the centre, as it has been since 1954, of the conflict between East and West in Indo-China. The 1954 Geneva Agreement, which ended the colonial phase of the Indo-China War, sought to establish as a stable buffer between Communist North Vietnam and non-Communist Thailand. The 1962 Geneva Agreement halted a desultory Laotian civil war which had resulted from the failure of Laos to achieve internal political stability. That agreement broke down because by 1963 the Communist rebellion in South Vietnam was fast developing into the limited war between North Vietnam and the USA.The author traces the story from its historical sources in the ancient clash of civilizations through the Second World War and the French Indo-China War, to the breakdown of the Geneva Agreement of 1962.
