In the event it took the Halifax and Leeds directors six months to agree terms. It took a further two and a half years to prepare for the biggest-stock market flotation in history — 7.6 million people sharing no less than £18 billion. Along the way there were inevitably some groups who were excluded and protested loudly. In the City, some of the bankers and brokers involved struggled to cope with the scale of the operation necessary.
