A young man on the threshold of his career as a journalist is summoned to an office in Central London's Victoria Street. There, Commander Rump, RN, tells him he is going to be called up with the first 500 twenty-one-year-olds into the Royal Navy to do six months preliminary training. To give publicity to the Naval side of the call-up, the Commander tells him he will be made 'RN Special Reservist No. 1' and expected to write about it in his national daily.
